Making it clear your letter is not just a complaint but also a “letter before action” will ensure it is immediately taken seriously but it’s important you understand what the letter must contain so let’s start with the pre-action protocol for judicial review. This is a code of good practice and contains the steps which parties should generally follow before making a claim for judicial review.
